Capping/Distribution of Direct Payments:
Flexibility by member states are achieving this through mechanisms such as:
Payments capped at €100,000 with a possibility to reduce payments exceeding €60,000 by up to 85% meaning full application of 85% reduction above €60,000 would result in a limit of €66,0000.
Each entitlement value must reach a minimum level of 85% of the national average payment by 2026.
The Complimentary Redistributive Income Support for sustainability (CRISS) Complimentary Income Support for Young Farmers (CIS-YF) -this provides for the redistribution of at least 10% of a Member State’s direct payments ceiling from larger to smaller or medium-sized holdings, unless Member States can demonstrate that their redistribution needs are being addressed through other Pillar 1 measures.
Eco-scheme – at least 25% of the Pillar I budget must be allocated to eco-schemes under Pillar I (a limited reduction on this figure is possible if Member States spend large amounts on environment and climate-related measures in Pillar II).
