GLAS 1 & 2 Extension Summary
How to apply and who this applies to
Your agent can complete the application online OR reply to SMS within 3 days of receipt of the SMS by reply 'DAFM Y'. Reply 'DAFM N' if you do not want to extend the contract. A second reminder message will be sent. Deadline 31st December 2020.
This only applies to GLAS 1 & 2 participants. GLAS 3 are covered for 2021.
If farmers have not received the offer this could be down to many reasons i.e. GLAS contract in the process of transfer, GLAS holder of contract is deceased (transfers can be made by writing to department or if a GLAS contract is subject to appeal). If appeal is approved the contract can be extended.
Key points:
Participants granted extensions must follow the actions approved in the initial contract from 1 January 2021 unless lease has expired on lands by 31 December 2021. Contact your advisor if this is the case to resolve issues.
If the holder sells land in early 2021 the same rules apply i.e. land sold is subject to full drawback. If the land contained a priority action termination of the contract and full recoupment is possible.
You cannot drop an action without incurring a penalty unless there is an expiry of land lease/rental agreement as previously discussed in this text. This expired lease must be no longer part of your BPS in 2021. This is the only action that can be removed for extension without incurring a penalty.
It is not possible to take up new actions or relocate actions.
Where a parcel of land is no longer part of the GLAS contract in 2021 due to expiry of lease one must notify the Department before the submission of your 2021 BPS claim by email GLAS@agriculture.gov.ie.
Priority entry actions must continue e.g. a farmer qualified for priority entry from being member of an Organic Control Body the holder has to continue these conditions. However, on entry into the scheme, a participant had another priority action e.g. rare breeds they may not have to renew organic certification.
Commonage management plans are still valid and participants must meet their minimum requirements.
If one would like consideration from the Department to move Wild Bird Cover for good reason contact your advisor.
There is no need for a new Nutrient Management Plan to be submitted.
An updated copy of Terms & Conditions and Specifications can be got from your advisor.
